Baltimore City Public Schools is the only school system in Maryland that has its own police force; it also has a disproportionately high rate of school-based arrests. This is not surprising, as the school police have been operating without policies or data collection, and therefore without accountability or transparency. We have been meeting regularly with high-level staff of the school system, Board of Commissioners, and school police to address these issues. Through these meetings, we have been instrumental in designing a new, robust school police data collection. We also have helped draft comprehensive school police policies that will make schools safe while protecting students’ procedural and substantive rights. New directives for better trained school police will help keep Baltimore’s students out of the criminal justice system.
