As a way of improving educational outcomes for foster youth, ACY is working with Local Departments of Social Services (LDSS) and Local Education Agencies (LEAs) to facilitate agreements that will allow foster youth to remain in their schools even when they change placements.

There are federal laws (formerly Fostering Connections and the McKinney-Vento Act and now the Every Student Succeeds Act) and state laws to help ensure this education stability for foster youth, but it takes a great deal of collaboration to actually facilitate the process of determining what school is best for the foster youth and then getting transportation in place.

Here is a training on the issue from the Maryland Association of Resources for Families and Youth (MARFY) conference from October 7, 2016.

Here is a draft of the agreement between Baltimore County Department of Social Services and Baltimore County Public Schools.
