ACY led efforts to educate policymakers about the importance of prohibiting secure detention for youth under 14 years old, meeting with every key committee member in both chambers. We prepared a one-page policy paper and discussed budget implications, namely the cost-savings to the state if detention alternatives were utilized. ACY was initially joined in these efforts by our traditional partners: MARFY, CLIA, PJC, ACLU, OPD, and JJMU. However, we were able to educate and engage the support of non-traditional stakeholders including the Department of Juvenile Services, the Catholic Conference, Baltimore City Schools, and Baltimore City School Police. We hope to continue a working relationship with these partners going forward.
